Live consultations - Proposed Extension of the Existing N2 and N3 Controlled Parking Zones

In response to residents across the city asking us to tackle parking problems, we carried out surveys and asked for further feedback to identify areas with the greatest parking pressures.

Based on the feedback and survey data, we’re proposing the introduction of new parking controls in the B3 Priority Parking Area (Arboretum Road, Kinnear Rise and Kinnear Road) and some nearby streets that are currently not controlled (East Fettes Avenue, Fettes Rise and Rocheid Park).

Proposal

The proposal is to expand zone N2 to include the current B3 Priority Parking Area (Arboretum Road, Kinnear Rise and Kinnear Road) and Zone N3, to include East Fettes Avenue, Fettes Rise and Rocheid Park.

Parking restrictions in Zones N2 and N3 operate between 8.30am and 5.30pm, Monday to Friday. All kerbside space is controlled, typically using parking places or yellow lines.

Permits

If the proposal were to proceed, permits would be available to residents, their visitors and certain businesses. We also operate parking permit schemes enabling health, social care and trades workers to park.

Currently, permits are available to residents in Priority Parking Area B3, allowing for their vehicles to be parked in priority parking bays during the one-and-a-half-hour restricted period (Monday to Friday). As the proposed CPZ would be restricted Monday to Friday, 8.30am to 5.30pm, new residents’ permits would be offered.

Should the proposal proceed, the Council will contact all residents in the area to provide further relevant permit information.

Consultation

The formal consultation period starts on 1 August 2025 and ends on 29 August 2025. This is part of a legal process where we advertise the proposal and seek feedback. We will provide a link to the consultation on this page when it opens.
