Autumn works
The next package of works is due to start in late September 2025, pending completion of the legal Traffic Regulation Order (TRO) process. We use the TRO process to change on-street restrictions which allow bin hubs to be placed. The process includes 1st stage Consultation (known as Stage 1) where plans are shared with statutory consultees for comment. Residents can submit comments, formal objections, and notes of support when TROs are advertised for the second stage public consultation (Known as Stage 2). The bin hubs that will be installed include the following:
South Morningside, Newington & Prestonfield and Queensferry Road (ref. TRO/23/35)
55 bin hubs are due for installation and the full plans are available online:
- South Morningside 27 bin hubs
- Newington & Prestonfield 23 bin hubs*
- Queensferry Road at Ravelston 5 bin hubs
*In Newington and Prestonfield, the introduction of Controlled Parking Zone S8 means five bin hubs in Mentone Terrace, Findhorn Place and Fountainhall Road were included in those plans. Bins located on the pavements in Dalkeith Road and Comiston Road will be removed once the hubs are installed. TRO/23/35 completed Stage 1 in late 2023 and the Stage 2 advert went live on July 11, 2025.
Old Town – Phase 5 (ref. TRO/24/23)
We are installing around 60 bin hubs in this part of the city centre and you can view the full plans online Phase 5 – 60 hubs. It is expected that bin hubs will be installed across the Old Town starting in October. Some bin hubs are linked to other ongoing works so their implementation may be delayed or an interim solution put in place:
- impacts hubs in Lothian Street and North Bank Street. Work is also scheduled in Teviot Place and Forrest Road which will see bin hubs provided for residents
- Lawnmarket works and the changes to the road layout may impact hubs in Johnston Terrace
Additionally, hubs in Baxter’s Place and Greenside Row are existing locations so the bins in both hubs were changed to heritage bins in 2024. A hub in Calton Road was installed in October 2024 to service residents in Leith Street & St Ninian’s Row.
Greenways (ref. TRO/24/28)
11 bin hubs will be installed in locations within Greenways in various areas of the city including Gorgie, Shandon, Corstorphine, Tollcross, Fountainbridge and Bruntsfield. These bin hubs will be installed during the same works period as TRO/24/23 and TRO/23/35.
Indents
4 bin hubs will be installed in locations where there are existing bins within an indent on the pavement. These are on Morningside Road and Church Hill Place.
Next steps
Once the above TROs have completed the legal process, we will arrange works to install bin hubs. These works involve the introduction of double yellow lines, removal of existing “Keep Clear” road markings, changes to parking bays and the installation of bull bars. We have begun preparations for this and during July and August, we will:
- visit each site to check the works can proceed (i.e. there are no other works taking place, road closures etc)
- mark each site with line marker spray paint (BB = Bull Bar, FBH = Food bin housing, DYL = Double yellow lines)
- prepare implementation drawings for contractors
- identify the level of traffic management needed which can include the suspension of parking bays (Via Temporary Traffic Regulation Notices) to ensure the works can be carried out safely
- register the works at each location with the Scottish Road Works Commissioner
- review current bins at/near each location and arrange bin deliveries to ensure stock is available
- liaise with other projects and teams to ensure systems are updated reflecting the improved waste and recycling service
